[MNG-8555] Support externalising secret values in settings.xml #9891

With the feature codehaus-plexus/plexus-sec-dispatcher#90 it is possible to no longer store the encrypted values inside the settings.xml but rather merely reference them from one of the master sources. Additionally a master source for 1Password CLI has been added in codehaus-plexus/plexus-sec-dispatcher#86.
