[MNG-8614] Make Sisu used in Maven back to "non strict" #9835

Make Maven used Sisu back to "non strict". Making Sisu "non strict" (originally) was a deliberate choice and allow bigger flexibility. Yes, it may be harder for users to figure out the issue, but that's why we are here.
