What do these changes do?

This PR implements meta shared interpreter-mode serialization. JIT-mode acceleration is not covered in this pr.

Example:

MetaContext context = xxx;
fury.getSerializationContext().setMetaContext(context);
byte[] bytes = fury.serialize(o);

MetaContext context = xxx;
fury.getSerializationContext().setMetaContext(context);
fury.deserialize(bytes)

Check code requirements

  • tests added / passed (if needed)
  • Ensure all linting tests pass, see here for how to run them
