This issue is a subtask of #4816.

Under the new architecture, it will support admin server for manage plane. On the one hand, it is used to connect users to provide configuration additions, modifications and checks of components on the runtime. On the other hand, it provides additions, deletions, modifications and checks for the runtime, and enables scheduling of the runtime without a cloud. and reliability guarantee
