[ISSUE] Nacos Dubbo Registry can't sense the change of service instances

* Dubbo version: 2.6.6
* Operating System version: all
* Java version: all

### Steps to reproduce this issue

1. Set the check attribute of `@Reference` to be `false`
2. Starts the consumer first
3. Starts the provider later
