[Improvement][MasterServer] execute thread pool code optimization #7213

- I had searched in the issues and found no similar feature requirement.
Description
Now Master has two execute thread pool, MasterSchedulerService.masterExecService and EventExecuteService.eventExecService, which will make double threads by masterConfig.execThreads;
