when jdbc connect string contains special characters, import fail

**To Reproduce**
Steps to reproduce the behavior, for example:
1. sqoop import data source string contains special characters like "&"
2. run sqoop task
3. find command not found error

**Expected behavior**
sqoop import RDBMS success
