[BUG] cannot pause work flow when task state is "submit success" #2781

Describe the bug
cannot pause the work flow when some tasks state is "submit success"
To Reproduce
- worker down, only master is running
- start a work flow
- pause the work flow from site
result: work flow cannot be operated all the time
Which version of Dolphin Scheduler:
