[DSIP-47] Support query runtime metrics(TaskInstance/WorkflowInstacne) by project #16157
Description
Search before asking
- I had searched in the DSIP and found no similar DSIP.
Motivation
Right now, the metrics is group by worker, in some case, we want to know the running(or failed) tasks count(or some other metrics) by project, there is no way.
