Support EL10 as:

• RPM Packaging target
• Management server host
• Usage server host
• DB host
• NFS host
• KVM host

EL10 beta is out, likely due mid-2025

Note: more work may be needed once the EL10 isos are actually GA and public. What we've added is the ability for the pkgs to be built & installed on the EL10 distros.
