#34612 seems to be causing some tests to fail. I don't think we need a full revert, but we can go back to the fnapi runner as the default to get things to green while investigating.
As part of this, I modified some of the test changes I made so that they're portable (relying on the exception type showing up in the error string doesn't work on the fnapi runner where those exceptions are actually thrown at the top level)
