[Java] Implement Visitor-based components associated with StringView Implementation in JDBC Driver

### Describe the enhancement requested

At the moment in the [StringView implementation](https://github.com/apache/arrow/pull/40340), the JDBC adapter related visitors have not been implemented [1].
