[Release] Update copyright date on NOTICE.txt

### Describe the bug, including details regarding any error messages, version, and platform.

As noted on [the ML for the vote for the 23.0.0 release](https://lists.apache.org/thread/9yq3mosb7chpgvpmonkcggogzfjwz55x) there seems to be an outdated date on the NOTICE.txt:
