Describe the enhancement requested

Child issue of: #39317

There are more builds and tests where I should have enabled Azure in #39352. I started tacking stuff onto #40021 but it was turning into a bit of a mess so I decided to split out the CI stuff.

Importantly we need Azure to be enabled in python CI tests. That means enabling Azure in the conda builds.
