Description
Currently, when we create a new locale using the --add-missing option in the check completeness tools - the boilerplate is created with all terms marked with "#TODO: translate: ENGLISH VERSION". This is a good start, but we could accelerate the process a bit more.
Use case/motivation
It would be useful to create an Agent Skill, which will be included as part of the .github/skills, so the translation methodology will be clear and it would be easy to trigger it via the IDE.
