Feature Description

When you apply [matTooltipDisabled]=true you can disable a MatTooltip.
Currently MatTooltipHarness provides no method to verify that the Tooltip is disabled.

Use Case

Some components conditionally disable MatTooltips.
It would be nice if there was a good way to verify that behaviour in Tests with the MatTooltipHarness.
