PR #13 proposed the initial set of Working Groups, and these were approved by the TSC.

We can potentially improve how the WGs are documented, including:

• Documenting each Working Group in the description for its repo, and then linking to a search query for the repos in the Working Group in meta/working-groups/README.md (so that the wg-* repos themselves serve as the source of truth of the current set of Working Groups)

• Documenting the WG purpose and facilitator in each WG's wg-* repo's README.md.
