Fixes #2300
This fix works on VRChat, but I was unable to verify compatibility with other games like Resonite due to Linux compatibility issues

Estimated is technically a downgrade from Partial for controllers that actually support it (though I don't think most controllers of standalone headsets would properly qualify as Partial). But my preferred solution would be to only use Estimated when the separate controllers option is used.
