Follow-up to #1739 with fixes for some corner cases and for when no complete solution exists. These were not unearthed by the testsuite but became apparent with some complex dependencies in the community index. Exhaustive testing can now be performed with the new https://github.com/alire-project/solver_testsuite repo to avoid future regressions.
