Bump to the latest Scala 2 version and use sbt 1.11.7

Scala reports new warnings that we treat as errors.

[error] (jms / Compile / compileIncremental) Compilation failed
[error] (kinesis / Test / compileIncremental) Compilation failed
[error] (jakarta-jms / Compile / compileIncremental) Compilation failed

Javadoc links are reported as broken, but that is not related to this PR.
But maybe sbt does it differently now?
