What type of PR is this?

Test Infrastructure

What this PR does / why we need it:

This PR:

  • collects diagnostics (operator logs, resource yamls, k8s events) and prints them out after a test failure to provide debugging information
  • Uses the a different container image for the local docker registry (same project, hosted at github instead of docker to avoid rate limits)
  • Sets the Test Log Level back to Info

Does this PR introduce a API change?
