What this PR does / why we need it:
I just rebased my e2e tests work include the authorizer webhook #202. Tests stopped working because Kai was no longer allowed to modify pods. This PR adds them to the default helm chart values. I think including right now is the right decision as using Grove with Kai is important and there's no real downside to including this. This removes fiction.
