Add the standard NVIDIA PLC-OSS issue templates to the repository:

• Bug report (markdown + form)
• Feature request (markdown + form)
• Documentation request (markdown + correction/new forms)
• Submit question
• Issue template config

This replaces the existing BUG_REPORT.yaml and ENHANCEMENT.yaml with the full standard set.
