All proposals which we call GREP (Grove Enhancement Proposals) should have a standard template.
Why is this needed?
All proposals need to follow a uniform structure which helps authors, reviewers and users to easily understand the entire context for an enhancement. This is also religiously followed in k8s via KEPs.
