The release automation was updated in #4291 to standardize the process for minor and patch releases. The documentation needs to be updated to reflect these changes.

Tasks:

• Update docs/governance/templates/release_issue.md to reflect the new process where the release branch is created first. This template will be designated for minor releases.
• Create a new template file at docs/governance/templates/patch_release_issue.md based on the process outlined in issue Patch Release 1.52.2 #4292. This will serve as the official checklist for patch releases and should include steps for cherry-picking commits. Add a note that patches are rare events, and most changes are expected wait for the next minor release.
• Update docs/governance/release_process.md to distinguish between the minor and patch release processes, and link to both templates.
