KIRO-*: validate toolSearch.enabled key in Kiro settings as a boolean.

• Identified during 2026-04-25 tool-release triage (closed Tool release: Kiro CLI 2.1.1 (was 2.0.1) #797).
• Need to verify the settings file location (.kiro/settings/?) - the CLI command writes somewhere specific, confirm via kiro-cli settings --help or docs.
