The CI Windows check is for build validation only, not release. RADE/Opus requires setup-opus.ps1 for MSVC compat headers. Skip it in CI; the full Windows Installer workflow handles it properly. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
