Runs MSVC build only when CMakeLists.txt, third_party/, or workflow files change. Catches platform-specific build failures (like the libspecbleach MSVC issue from #796) before release instead of at tag time. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
