Build the v26.6.4 CHANGELOG entry from the 80 commits since v26.6.3 (KiwiSDR public-receiver browser, SmartMTR meter view, agent automation bridge, GPU-composite slice flags + multi-GPU selector, accessibility pass, CAT/rigctld parity, Constitution v2.0.0), and bump the release metadata to match: - CMakeLists.txt, README.md, AGENTS.md: version 26.6.3 → 26.6.4 - README: add the KiwiSDR highlight; fold SmartMTR + multi-GPU/composite flags into the existing highlights - ROADMAP: retarget to post-v26.6.4, drop already-shipped in-flight/queued items (H1 Phase 2, L1–L4, RigctlPty), refresh "Recently shipped" with the v26.6.4 set, add Flathub + KiwiSDR-followup forward items - AGENTS: add a KiwiSDR subsystem pointer - packaging: add the v26.6.4 AppStream <release> entry Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
