What happened?
The top applet cannot be popped out, which should be possible. If an applet is popped out and the buttons at the top of the applet panel are clicked to turn off that applet and then clicked again to re-enable that applet they are not restored in the previously popped out location or back in the panel. The only way to get them back is to exit the application and restart it. Then they return to the middle of the monitor that the application starts up at. They should always return to the location and monitor they were dragged to. If the location is not available because the monitor is not available, they should pop up over the main applicaiton floating on top.
