Pan following vfo prevents full spectrum use when tuning flag changes orientation #3840

What happened?

When changing frequency in the positive direction starting at the left edge of the spectrum the tuning / frequency flag is initially on the right side of the tuning line. When there is enough room for the flag to switch to the left side of the tuning line it switches to the left side. Now if you decrease the tuned frequency the flag does not switch back to the right side and pushes the spectrum to the right to keep the left edge of the flag from bumping into the left side of the spectrum. Bottom line is that the ability to use a large portion of the left side of the spectrum is lost.

What did you expect?

Tuning flag to change sides of the tuning line to enable the most usage of the full spectrum window.

Steps to reproduce

pan follows tune is checked
mouse click near the left edge of the spectrum to set the tuning.
Flag initially is to the right. increase frequency until the flag changes to the left.
decrease frequency. Flag does not switch back to the right side of the tuning line and access to the left edge of the spectrum (proportional to the flag width) is lost as the flag "bumps" the spectrum to pan as it would hit the left edge of the spectrum.
