RC-28 external frequency control does not track slow dial movements on Windows 11 #3395

What happened?

Attached a RC-28 controller via USB and noticed that the frequency does not change if the knob is rotated slowly over a given distance. Occasionally it will change, but it seems like it is missing events. When using the external executable application Frtune-28.exe instead it captures and sends to the radio events that cause the frequency to move smoothly and tracks the knob movement even when it is slow.

What did you expect?

Expect smooth movement of frequency as knob is rotated slowly.

Steps to reproduce

Go to settings radio setup Serial and checking Enable HID encoders checkbox
slowly rotate RC-28 knob. Gaps in frequency change occur if rotating too slowly
