Expanding on issue 3242, please document that rxBufferCapMs is user-tunable and expose it more prominently in the UI. Likely cuts perceived latency for most reporters without any new code. (Already implemented; just discoverability.)

This will allow users to reduce audio latency, particulary in local wired home enviroments with good networks.
