What happened?

Holding Ctrl and scrolling the mouse wheel does nothing in the panadapter/spectrum view. The expected zoom interaction is not triggered.

This is inconsistent with common SDR UX patterns and likely also with previous expectations implied by zoom-related work (e.g. #1050).

Steps to reproduce

Open AetherSDR and connect to a radio
Hover over the panadapter/spectrum area
Hold the Ctrl key
Scroll the mouse wheel
Observe that nothing happens (no zoom change)
