Fix zstd not working for windows on gnu tar in issues Cache made on Ubuntu works on Ubuntu but fails on windows #888 and v3.0.6 introduced dependency on zstdmt (not just zstd) for cache creation, fails on Windows #891.
Allowing users to provide a custom timeout as input for aborting download of a cache segment using an environment variable
