Add a top-level "Low-Code System" heading at the start of docs/en/low-code/index.md for correct page title and tags.

This PR adjusts the Low-Code System documentation landing page so the top-level page heading appears at the very start of docs/en/low-code/index.md, which should help ensure the correct page title/tags are derived by documentation tooling.
Changes:
- Moved the
# Low-Code SystemH1 heading to the top of the document (before the//[doc-seo]JSON block). - Removed the now-duplicate H1 heading from its previous location below the SEO block.
