Add a static MCP server (via mcpdoc or similar) that serves Vera documentation to MCP-aware tools. This lets agents using Claude Code, Cursor, or other MCP-aware tools discover and query Vera documentation natively.

The roadmap already plans MCP Server as a language effect (#306), but this is a much simpler lift: a static documentation-serving MCP endpoint that doesn't require any Vera language changes.

Serving SKILL.md, FAQ.md, and spec chapters via MCP would make Vera one of the few programming languages with native MCP discoverability.
