Bug Report: Changelog Popup Does Not Persist Read State

Description

The "What's New" / changelog popup does not remember which version the user has already seen. It reappears on every page load. The only way to prevent it from reappearing is to toggle the "never display" option, which removes the changelog entirely rather than just dismissing it until the next version.

Steps to Reproduce

1. Open MeshMonitor
2. Dismiss the changelog popup (without toggling "never display")
3. Reload the page
4. Changelog popup reappears

Expected Behavior

Popup should appear once per new version, then stay dismissed until the next release.

Actual Behavior

Popup reappears on every page load unless "never display" is toggled.
