Issue Description

Amendment FlowCross has been voted and enabled in 2020. In 2025 we have released PermissionedDEX which relies on FlowCross (e.g. in CreateOffer::preflight)

That is, if rippled was running on a network where FlowCross is not enabled, then PermissionedDEX even if enabled, won't work as designed.

It is time to move FlowCross to XRPL_RETIRE.
