xdebug extension not detected as expected #177

@joemcgill and I ran into this on contributor day: When trying to enable xdebug on 8.4-fpm and 8.2-fpm, we're seeing the warning
It seems possibly extension_available is not correctly reporting the xdebug extension's status, as this worked prior to #172
