Moves the dashicons-external icon outside the anchor tag so it appears after the link text rather than inside it. Fixes #64374

Places the period before the external link icon for better visual flow and readability. Fixes #64374
Also adds some CSS to adjust the icon size in the media modal, where it otherwise appears outsized.
