What?

Part of: #41032

This PR adds end-to-end tests for the Table of Contents block to prevent regressions for its complex behaviors.

  • Auto-population with existing headings
  • Dynamic updates when headings are added
  • Updates when heading text changes
  • Updates when heading anchor changes
