The goal is to approach this iin a step by step fashion, this being step 1 :D Ideally when we add feature image support to any block (e.g. image) it includes the placeholder graphic automagically. We'll get there. |

Advances #40156. Adds featured image placeholder.
Why?
When featured image is in use the placeholder actions for the cover block
don't function well.
How?
Copied the placeholder image from the post featured image block.
