Fixes: #16606, #16608
This PR makes the customizer UI display the mobile version even though the screen size may be big.
Depends on #17946 and #17085 cherry-picked here.
Only the last commit is new.
How has this been tested?
I verified in the customizer blocks that the UI appears as in mobile screens (e.g: mobile toolbars, media &text stacks). The inserter appears normally, taking all the screen as in mobile would not make sense.
I verified the inserter works as expected.
