Description
I'm testing WordPress 6.9 Beta 2.
When I try to select and edit a template in the Theme Editor, I can only duplicate existing templates.
The duplicated template is editable.
Up until WordPress 6.8.3, clicking a template opened the edit screen.
Is this change intentional?
I'm confused because I've been working this way until now.
Could you please provide an "Edit" option for existing templates as well?
Step-by-step reproduction instructions
1.Appearance -> Editor
2.Design -> Temlates
3.Click any template
Screenshots, screen recording, code snippet

Environment info
WordPress 6.9-beta2-61087.
Twenty Twenty-Five theme.
Please confirm that you have searched existing issues in the repo.
Please confirm that you have tested with all plugins deactivated except Gutenberg.
Please confirm which theme type you used for testing.
