I would expect that textTransform and letterSpacing controls would be available for all the elements in StylesTypographyPanel within Global Styles.
It's worth nothing these are available for individual blocks within Global Styles > Blocks, but would be more meaningful at a higher surface level. "Headings" is already supported, but "Text", "Captions" and "Buttons" are omitted.
