What problem does this address?

The navigation block has text and background color controls for the navigation submenu block. The navigation submenu block doesn't yet opt in to color controls. We should enable these controls on the navigation submenu block so that different submenus can have different colors. This will also help to further simplify the implementation which we began in #48936.
