Description
In the RTL language, the block toolbar shifts (physically) to the right when a block is selected in the editor.
It is reproduced by clicking on a block while no block is in focus.
Mouse over the right portion of the block toolbar or scroll up and down will be repositioned to the correct position.
If you click on one of the blocks and then click on another, it will not reproduce.
Step-by-step reproduction instructions
Change the WordPress language to RTL language (Alternatively, it can be reproduced with the RTL Tester plugin ).
Insert some blocks.
Click once outside the block with the mouse to remove focus from blocks.
Click on any of the blocks and confirm that the toolbar is pushed to the right.
