Add a setting to opt-out of block templates using theme.json

Right now, themes can opt-out of block templates by using the 

```
remove_theme_support( 'block-templates' );
```

Since theme.json is becoming the default config file for themes, we should consider adding a way to do the same using a setting in the theme.json file.
