This was originally reported in this WP Tavern article as a response to the second FSE Outreach Program call for testing:

Switching to Top Toolbar mode made this far easier. I am assuming the default block toolbar was hiding it to some degree. The problem with switching to this mode is that my toolbar-choice was not saved. Each time I returned to the site editor, I had to enable it once again.

This preference is saved when editing a post/page, leaving, and returning.

Step-by-step reproduction instructions

  1. Install a block theme like TT1 Blocks
  2. Install Gutenberg
  3. Head to the Site Editor (beta) experience.
  4. Use the three dot menu to turn on the Top Toolbar view
  5. Make a few changes.
  6. Update design and return to wp-admin
  7. Open the Site Editor (beta) experience again and see the preference wasn't saved to show the Top Toolbar view.

Expected behaviour

I expected the Top Toolbar setting to be saved.

Actual behaviour

The Top Toolbar setting was reset.
